new account help

a friend of mine has recently made an account on here and is having trouble posting.
It says a moderator will approve his posts before they come visible. (in basically every section)

He wants to learn more about scripting (he's already followed the guides and become good enough to write up a decent al karid smelter script) and ask questions and all that, but he's unable to have any of his posts approved. he's been waiting patiently and nothing's happened.

does he need to wait a specific amount of time before he can post without having to wait for approval or...what?
I believe his account is registered and all that.

Are infractions on here the same as reputation points? If so, nope.
