Just bought the R290 myself you should take a look at these sites to get a good idea of price vs performance:

Yeah, it would probably be best to go for a full AMD build at that price.
AMD FX-8350 $170
ASUS M5A99FX PRO AMD motherboard $135
AMD R9 280 $230
Corsair CX 750W PSU $70

A case of your choosing along with this would be no more than $100

That should be a pretty good starting point that fits in your price range unless you're buying peripherals. Most serious fps players use a high quality mouse like a logitech g400s and a mechanical keyboard.

Thankyou all for the tips and advice.
Been very busy past couple of weeks but have finally completed my build well only need to choose an ssd which ill order today at some point.

I used pcpartpicker which made finding compatible parts a doddle but be carefull when choosing a pc case I had to order two after first one not actually being compatible with my parts.
I also went over £600 well after I pick an ssd my build will cost roughly £800-850 due to things I never thought of like the cost of the OS forgot all about the os till I had all my parts :p.

But anyway here is my build at pcpartpicker I will upload pics later.
