Please help, doesnt work when i press run [[ open ]]

Everytime i try to open someones elses program that they have posted, everytime i press run it says --
Include file C:\Program Files\SCAR 2.03\includes\SRL/SRL.scar does not exist.
Failed when compiling

and sometimes even more things that say doesnt exist.. were do i download these program files so it will * exist * ?

You have version 2.03, which is old.
