Problem Downloading SRL 3.81 in general

When I try to Download it, I get a message saying,

Windows cannot open this file
To open this file, windows needs to know what created it. Windows can go online to automatically look it up, or you can manually select from a list of programs on your computer.

And I don't know what to do. Can anyone help?
