Help with Openning SCAR...

First some back story to introduce and validate myself:
I am newbie when it comes to programing and the world of SCAR. I used to play Runescape some years back but dropped out due to lack of free time. Recently I was searching wikipedia to amuse myself in class and I came across SCAR. To cut it short (respectivly ¬_¬) I downloaded SCAR and it installed fine but when I tried to open it a message appears saying:
"Unable to execute file:
C:\ Program Files\ SCAR 3.06\ scar.exe

CreateProcess failed; code 5.
Access is denied.

I looked for a tutorial but it said nothing about this, I also searched in the forums again to no avail. I believe it has to do with it being a school computer/laptop so is there a way around this?

It's because you are not a Admin/Owner of the Computer and are merely a user which dosen't allow you to run .exe's you download.. all though normally you can't even download .exe's if you're not Admin/Owner..
There is a way around it but it's really long.
it all has to do with cmd :P and can get you in aloot ( yes I said aloot! ) of trouble.. so therefore I will not share it, but just let you know why that error is coming up. Why not put Scar at your computer at home? not like you have enough time at School to play Rs ( or rather not play lol.. )

I hoped it wouldn't be because of that; the computer I was using is a school laptop (which is meant to be mind) that is conected to the school's network but can also be used at home, hence how I downloaded and why it won't open.
