You need to be on administrator account on your computer.

What Myles said, To change it,
Go to the control panel on your computer,
Start > Control Panel > User Accounts.
Then have a look who is an Administrator or Limited account.
You might not be able to change yourself, I'm not sure.
But if you can't go onto one of the Admin accounts,
go to the same screen and make yourself one.

I hope that sounds simple enough..

Ok buddy same thing happened to me. I suggest ask your parents if you can install it and you will have 2 go on their user and install it. Always get permission to install things off the owner of the computer. If they have forgotten their password or something then you can start your comouter in safe mode. In safe mode you can install subversion and scar 3.12. When you start up in safe mode you click administrator. Some programs are not able to be installed in safe mode but scar is :D. Hope that helps you out cause it worked for me.

Or download a xp boot disk and make yourself a admin without your parents knowing... Bart PE is a good one! If you know how to use torrents!
