Well there are many different forums out there, I for one have a vBulletin which is a paid forum.
Tell me if you wish to pay or want a free one just to get use to? Then I can help you from there. ^_~

Well, i was looking for a basic one to start, then maybe one like this one?
How much per/month? Or one off payment?

Five bucks a year for domain registration, minimum five bucks a month (twenty and up for better packages) for hosting, and 85 (or 160 one time + 30 a year) bucks a year for vBulletin, but there are other forum packages out there for free, not always as usable, but still, free.

php, I don't think you should set up a forum without any php knowledge, you can't ask everyone for every little thing m8 =/

Like Hugo said, a forum is a bit of a big undertaking for a learning user.
And games can be written in a lot of things, although namely Java and Flash.

ya id rather use smf then php bb and you need knolage of html befor learning php.... put it this way / inorder to solve a 4x4x4 rubiks cube u need knolage of the 3x3x3 cube....
