down grade srl on 3.13 in xp?

on my 2000, i see the the downgrade thing on files>and it lets me pick which rev to downgrade, but i don't see it on xp, i've installed rev 11, and subersion and stuff. but still no downgrade, and i could do it on 2000, but it would be easier just to downgrade on xp, (where i macro) any suggestion?
