First off, I have gone through many tutorials including http://portforward.com. They have not worked. My bit comet says listening port blocked. I just can't figure it out. These are the steps i have done.
I set up a static ip (192.168.1.136). I put it in my network settings.
I chose a port (16129). I made exceptions in the firewall for it. I also put that in my bitcomet.
I went to my router settings and entered "bitcom1 16129 to 16129 both 192.168.1.136 Enabled".
It still does not work. If anyone could help me i would be so happy and thankful.

1. Don't use Bitcomet, use something better instead (like uTorrent (http://www.utorrent.com)). Bitcomet is pretty much hated by everyone in the bitorrent community.
2. Try the range 16128 to 161230?
3. Make sure you are enabling both TCP and UDP.

bitcomet gives me like 120kb/s downloads while utorrent gives about 40. so yea i'm stickin with that. Someone recommended Changing the security/filter settings to allow unblocked access on my isp. Does anyone know how i can do that?

i will second utorrent. simple, light, and functional, and it might just might fix you problem right off the bat. torrents can be slow to connect but utorrent should be faster. and if i read your post correctly, utorrent actually works for you.
Just use it.
Did you enable the exact port in your router? Not just a range? As I would try that. Also, you may be having router trouble, if your computer does not have a static dhcp assigned to it by your router. Do not confuse this static ip with your internet ip, as the static ip assigned by the router will be in the 192.168.xxx.xxx range
