you dont download the most recently updated srl from here.
Here are steps to getting latest srl rev:
Download subversion - Here (http://subversion.tigris.org/files/documents/15/39559/svn-1.4.5-setup.exe)
Go into the Tools tab in scar and click options. After that you go to srl download and check the subversion repository box. Then hit the checkout button. ;)
Now... if you ever want to update srl again you just hit file --> Update SRL SVN
