If you did 10 formats, all drivers are 10 times erased..
Is it the touch-thing or a USB mouse?
If it is a USB, drivers should be installed automatically.
Keyboard the same.. If you need mouse, press alt+shift+numlock and OK, after that you can move mouse with the NUM-keys, 5=click.

My brother came home like 2 hours ago and tried to fix it, and it seems like the program itself had a code hidden that would make the USB ports to be screwd up, so no USB ports but he had 2 thingys that would make USB's to normal colored plug-ins, so mouse and keyboard are fixed but no USB.. I never use the USB ports anyways :p my brother has like 5 mp3s.. he uses them to bring portable stuff to school

Is it fixed? If not, you have a couple ways to investigate the problem, depending on whether you have a UBCD4Win CD or a computer to create it.
Do an adjacent install. When installing windows, say no to formatting, and use another folder (ie Windows2). Everything will on your original install will remain intact, and when you start up you will be given a choice between installations and you can boot into either. Then you might be able to remove the program, or at least the restrictions on the ports. You might need to find a registry editing program that load hives from a different install folder.
Use a UBCD4Win CD to run the program RegResWiz, which can revert your system's registry to a previous state, hopefully one before that program was installed, and I am assuming the program made a change to the registry that messed up your ports.
The first option at least gives you temporary access to your pc, but probably takes longer. Both options are ways to get to a fix, rather than a fix themselves. Good luck.
