It seems like all of the other solutions to this problem make it a little too complicated. It's really not that big of a deal (well for me it wasn't anyway).
The reason the "Can not move plugins" error occurs is becuase the program does not have the priveleges to move the files. You know when you try to move or delete a file it tells you you need administrator priveleges? Then you have to press continue and all that jazz... well basically the same thing is happening here. SCAR does not have administrator privelages so it cannot move the files. This is what I have gotten out of the whole Vista thing anyway.
So the solution is pretty simple. You just need to right-click on your SCAR shortcut that is on your desktop, and click "Run as administrator". A security box will come up saying "An unidentified program wants to access your computer", just click allow and SCAR will start up with the privelages of an administrator, allowing it to move files such as plugins. Then all you need to do is update using Subversion like you usually would.
This might not all be correct information, it is just what I have come up with after fiddling around with Vista for a while. This works for me with pretty much every issue I have with programs on Vista, so maybe it'll work for everyone else that has problems.
