Have you called SetTargetDC(SmartGetDC); in your script? That's the only reason why I could think an error would happen in SMART's GetColor function (if that's what line 48 is in your Smart.scar).

I had the same problem and I used
this tutorial: http://www.villavu.com/forum/showthread.php?t=25985
to setup SCAR and SLR, and there was told to insert "{.include SRL\SRL\Misc\Smart.scar}" in the first line of SRL\SRL.scar script and I did, so it gave me the same error, but then I deleted that line and everything runs fine now, so i guess you could check that.

If you delete that line, doesn't that mean that SMART won't work?..

the coords in the getcolor might be off-screen?

Most of the scripts that use SMART includes smart.scar so if it is included in SRL.scar too its a double include, and maybe that was the case. I really don't know all i know is that i had the same runtime error for Narcle's Fast Fighter! script and removing the include from SRL.scar worked for me.
