Partition Doctor I think it is. Something like that. The program looks awful for the GUI but it does wonders. I think the name is like Partition Doctor or something.
What did you do to partition it? Were you resizing or repartitioning?

When you partition a disk you have done one of two things. You have either modified the master boot record (MBR), or you have zeroed out all data on the disk.
How do you know what you've done? Well, if it took a couple seconds to do, you mangled the MBR. But if it was working on it for about half an hour to a couple hours, you have deleted all your data. You can try to recover data by using a service(the best of which are VERY expensive $_$) or software. You will need bootable software to do this because your operating system is gone. Google 'partition recovery' or something to find software that could work. Good luck.

Boot on Übuntu Linux, and mount your hard drive on there and see if it works.
If it does, back up all data to a DVD/CD/External HD.
If it doesn't, you probably phucked something up, and do what yargo said.

Recuva is a excellent program to recover lost data and it's completely free.

Just in case you need it...

Best option you have at this point. If you can't mount it in Ubuntu the partition is most likely either gone or corrupted, either way the data is more or less lost.
If you have a Windows disk lying around you can try to repair the install as well which may or may not fix it, I'd try Ubuntu first.

There's a few methods to fix this, and I'm sure there is more program related to try to fix this.
What I would try first in order:
1. [Already mentioned] Boot up with a Ubuntu disc and get your files on a USB drive and then reformat Hard Drive.
2. Use another hard drive and connect it to computer and install basic OS on it. Then hook your damaged drive and hope that the hard drive is detected and your files are there.
3. You can boot from a USB drive as well if you set it up correctly. You can use this just like a basic OS on your system. And hopefully your hard drive and data show up.
4. [Already mentioned] Use a 3rd party program to recovery your data. Nightblade mentioned one and yargo talked of getting the expensive programs.
5. Get the manufacture name of the hard drive and check for their repair program. Usually you can burn it to a disk and load it up that way. I've done this before most hard drive checkers have a repair option.
If your files got over written with 0's or partition data... you SOL.
Next time don't try to partition like this without backing up files you want. Aye?
