Can't make TUT

Hi, I recently tried to make a tutorial in the runescape section of tutorial island, (I am much more experienced with rs then srl:D) but it wouldnt let me. Do you have to be a certain rank to do so? (but I thought I saw a junior member make a thread.)

I dont think you can post in the specific sections, you have to post in tutorial island and then an admin will move to the correct category.
