Are you looking for suggestions?
I like Notepad++ or PSPad for C/C++, SharpDevelop for C# stuff.
I like the features in Visual Studio best, but it is a bit heavy for some situations.

Thanks, I want a IDE, but I don't want to be it .Net because then you need to have it installed on each pc you want to run it our the people who try my software.

So you're just asking for a Win32 development platform? Anything C# is going to require DotNet or Mono.
Delphi isn't bad option, although most of the stuff after D7 is a bit flaky, IMO. Usable, but not as solid as they ought to be. I think they're still doing C++ Builder too, if you wanted a C-like language.
You should think about your target platform carefully though, you might be surprised at how widely deployed the dotnet framework is.

So what your asking is that you want a way for anyone to run your C# projects without .net?
