Implementing downloaded templates?

Okay, so I found a website that lets you download templates for websites, but I don't know how to put them on an actual domain name :confused: I was thinking of buying a domain name from godaddy.com, and using the downloaded template on the website...

Which leads me to my second question, does anyone know of a good website editor that's free? I'm trying to be as cheap as possible building this website :p

On the internet you can get everything for free.
When you say website editor, Do you mean something like front-page(Not free unless you know where to look) or notepad++ (http://sourceforge.net/project/showfiles.php?group_id=95717&package_id=102072)
