Any recommendations on what to get make my computer faster, i couldnt really tell you anything about my computer. Also if you can recommend some cheaper things because i dont have a job and no money really.

main thing to upgrade is ur ram u could probz pick 1-2gb on ebay for 40-60$ depending on what dim also if you got a slow cpu update to something like a Pentium d.Sometime it not the pc that need upgrading reformatting your hard drive and starting from scratch helps because of all the junk that clogs up the hard drive.(take into mind when u buy a new cpu you may have to buy a new motherboard depending on what socket the cpu is)
just incase u dno how to find ur ram and cpu spec go to start control panel printer and other hardware left hand side click systeam.
post what its says under computer
(be nice to now what you want the speed for like what apps games etc.So we can tell u what u need for what u wanna do)

definitely upgrading your ram is the cheapest way to make your computer faster, however if you have the money upgrading your processor is the best thing

Pentium(R) D, 2.80GHz, 1.99GB of ram, this is the specs of the same computer of mine, but not exact, think memory was added

$200-$300? that's not a very big budget for a new computer. If you are planning to build the computer yourself you can get a really good computer though. I made a top of the line computer out of about $600 worth.

I'd say getting a fast HDD would give you the biggest speed boost. However a faster than normal one can cost quite a bit of money.
But we really need your specs before telling you what to get.

You have plenty of RAM. Your processor is pretty old, and could use an upgrade, but it's not too bad. What do you use your computer for? (Surfing, gaming, etc.)

surfing, gaming mostly HDD is WD2500

A new graphics card will definitely bring you the biggest boost in gaming, if that's what you want. It won't really help with surfing, but judging by your specs, it doesn't look like that's what you need an improvement on.
So your choices are:
Get a new processor -- will help with general things, such as flash games
Get more RAM -- won't really help TBH, unless you're using vista (doubt it)
Get a new graphics card -- should bring a major boost to gaming
Get a fast HDD (a nice SSD [very expensive] or a VelociRaptor (http://www.newegg.com/Product/Product.aspx?Item=N82E16822136322)/other high-RPM HDD) -- will probably bring the biggest general performance upgrade (program will launch much faster, games will load maps much faster, etc.)
Someone correct me if I'm wrong on any of that please.

Get 4GB of ram to allow lots of programs open, and faster proccessor to open and use programs quickly

He probably isn't using close to his 2gb. And even if he did get 4gb, he's most likely using win32, which means he's limited to 3.25 or so. I don't think it's worth spending the money at all.
