How do you define web 2.0

Other places will say it's things like Facebook and GMail, that use AJAX and superdivving, etc.

Edit: I should also ask if you mean a Wordpress or similar theme, or just a couple files that you can include as a header and footer so you can put some HTML directly into the main part of the site
