im not entirly sure this is allowed... however, you can either set the ip your self if your router permits it, you can call your isp, you can try to flush it via commands in cmd:
ipconfig /release
ipconfig /renew
which will work only if your ip is or isnt dynamic (Cant remeber haha)
orrrrr
you can change your mac which is your physicall adress of your device presigned. this will spoof a new mac and new ip hence your router thinks you added a device since the previous mac would still be there for a bit. however your ip will only change from say :
192.168.0.20 to 192.168.0.21
this of course isn't your real ip address and you shouldnt worry about it as much as your mac or dns. the thing is we kinda need to know what this is for. if its browser based i suggest to simply use a proxy. if other client you obviously got ipban cuz u tried somthing and failed.? so which is it?

You're looking for a proxie, its not a 'changer' as such but it will connect to a different ip then connect to the internet through that like a 'gateway' therefor useing a different ip.
This can slow you down though if you get an ip from say Australia and I live in England, I would have to connect to Australia making what ever I connect to after that really slow.
I don't really know any good ones, never had to use it. Google it and see if any come up, or torrents..
I use hidemyip2009 (http://www.hide-my-ip.com) you get a 14 day free trial, the premium version is $29.95 and is worth getting (i have it :))

...or u can set your own proxy (which is complex and i dont know how to do it but i know you can with windows firewall proxy settings etc.)
but like i said, if this is browsing, just use kproxy it works best for me, theres a bunch of ads but if u have firefox and ad block plus (firefox plugin) you shouldnt have and slowdowns (from ads). kproxy proxies are based around europe but some do go to india fyi. so if u live there it shouldnt have much slowdown effects, also it depends on your internet too. if your service is good, then no major slowdowns.
He needs it because his parents blocked some sites (RuneScape) and so yeah. :)

to play runescape thru a proxy you will need a socks 5 proxy. its a bit coplex to set up but im sure you can find a guide here somewhere...also, how did they block it? via software? what is the message when you try to visit rs? cuz if its isp blocked....ur kinda in a pickle...if u got wifi, you can try piggybackin
its opendns gaurd. used it school most of the time kinda like dansgarudian.

so this is at school?
hmm dns gaurd is that a program? if so then it probably just block rs cookies which i think u can bypass if you have a flash drive or something, go install firefox on your flashdrive on the computer with dnsgaurd. this will keep program on flashdrive, but register firefox in the computers registry, in firefox set to save cookies in your flash drive and i think that might do it.
no its at home ill attach the pic of a blocked site. but im pretty sure its set through the main ip or w.e through the router. we run wifi all through the house so every comp is set to the network programed off of the one router. i have a router in my room thats running as a switch i suppose to the main router could i set a network to that and run my own personal network off of my parents?
EDIT: heres link to what blocks my websites i try to acess. http://www.opendns.com/

hmm.....
here...go to
c/windows/system32/drivers/etc
open the 'hosts' file with notepad
it should look like this:
# Copyright (c) 1993-1999 Microsoft Corp.
#
# This is a sample HOSTS file used by Microsoft TCP/IP for Windows.
#
# This file contains the mappings of IP addresses to host names. Each
# entry should be kept on an individual line. The IP address should
# be placed in the first column followed by the corresponding host name.
# The IP address and the host name should be separated by at least one
# space.
#
# Additionally, comments (such as these) may be inserted on individual
# lines or following the machine name denoted by a '#' symbol.
#
# For example:
#
# 102.54.94.97 rhino.acme.com # source server
# 38.25.63.10 x.acme.com # x client host
127.0.0.1 localhost
or something similar.
now replace with this:
64.79.147.125 runescape.com
save it but not as a txt just as a file. (the way it was)
now try to go onto rs in ur browser see if that works.
edit:wait where do u live? cuz thats the USA ip for rs

Use Hotspot Shield (www.hotspotshield.com). It's easy to use and hides your IP address.
