How DO they do this?

I've seen people add me, say "you have been selected to be a moderator go to this site: blah blah blah" I went to one of them, and you know the part on the runescape website where it says Change your Password and stuff? and the Log-In box appears? They had THAT on there website. I assume when it goes through it sends an email to this person, giving the username and password. Does anyone know how to do this and imply it on a free website hosting site (Tripod.com)? Or is there any other better free sites?
