Subversion Repository problem when clicking checkout

I have re downloaded both scar and Subversion Repository and have done nothing to them so far. But when i try and go to Subversion Repository and then click Checkout to install the plugins i get this error message before it even asks me if i want to perform the checkout for SRL.


ERROR MESSAGE:
The ordinal 986 could not be located in the dynamic link library LiBAY32.dll

Re-Install tortoise svn.

Make sure you restart your comp after you install Subversion as well.
