DTM DataBase Plugin

I got delhpi. What do i do to make the plugin? I want the plugin to be on the toolbar under tools>DTM DataBase and then it list's all sub categories (trees, pickaxes, ext).
I know how to make a drop down menu but how do i import it into scar
