Have you gone over you DL limit, changed any net setting/your router recently?
If this is a new problem, and you haven't done anything, try retesting your router, and if not, call your ISP and threaten to leave them unless they try to fix the problem (that always works :p). Be like
"So and So other ISP has no problem, my buddy's test was just fine, Im going to switch to them if this is not fixed NAO!"

I'm not on a router, its in-res internet. So, I have no router, and no other options...

Well if your current ISP has an monopoly than you just have to live with it if they say there isn't any problem. Otherwise threaten to change suppliers.
