everything i try to go to the srl website to download it it keeps saying error, is this a tempory thing or is the website shutdown?

There is no website for SRL. I guess you mean SCAR? If so it's here (http://freddy1990.com/). Try using the search button instead of asking a question immediately. There are a lot of posts to help you download and install SCAR.
