I've recently decided to start making scripts in scar again just for the fun of it and I'm a little lost here.

Does SMART still work?
Does the whole system of reflection still work?
Are there any new important updates I should know about?

Yes SMART still works, Reflection is down right now but there are some people in the works of getting it back up, and if you haven't been here in a while then I suggest following Coh3n's guide to setup Scar again. You can find it here.

Ok, thanks. Can I just use the auto SRL and SMART updater in scar?

No it won't update it to the dev SRL. Which is what you need to run basically all of the scripts out right now
