Search Form

I want to create a search engine like thing. In a format similair to The Pirate Bay.
Is there a quick way of doing this? Not for torrents, but for family photo's. I want to have it search for a photo and then a list of photo's with tags like that will come up, you would click one, and it would take you to that photo with some a caption a description and a title.
I also want my family to be able to upload images i will give them rights.
Is there a quick way of this set up?

and, i cant get on MSN, my laptop charger broke and i wont be on tell i get a replacement.
