Error OPTIONS of 200

I recently reformatted my laptop, so I had to reinstall smart and SRL... So I downloaded smart and tortoise svn, but when I try to "Check out" the SRL folder I get this error.

I have no clue what would cause this... help? :confused: I downloaded the right version of tortoise (32 bit), downloaded an older version just to make sure it wasn't tortoise not my computer, turned of my firewall and antivirus and nothing worked. I recently got a new router and thought that might be it, but I plugged my computer in to the modem with a network cable and still got the error.

I've already tried deleting the folder, rebooting, reinstalling tortoise, and checking it out somewhere else and moving them.

What did you do to solve it?

k9 web filtering was installed on my pc. I never thought that would be the problem, because it was never used but I read it still monitors connections even when it doesn't say it's running. When I uninstalled it tortoise worked fine.

Well I thought it was, but when I put my dad k9 back on after the reformat I got the error again.
