Is it possible to run a web proxy and play runescape? if so what is a good one? I've found this site that apparently allows one to download a client that will run runescape anonymously. I do not know how safe or reliable it is, however.

Not recommended to download.
Ya, .exe's can't be trusted. It is some sort of a client loader, but I don't know why he wrote it in VC++.

Thats why you scan it with an anti-virus software after you download it
Download Anchorfree Hotspot shield :) Its fast and they wont 'spy' on you.
And I don't think a virus scan will fix that....he said 'the game is not loading from the traditional runescape.com domain.' That could be dangerous and he could probably see everyones username and pass...
Edit: here is the download link...It will work with S.M.A.R.T or runescape client. It changes IP for every thing not just browsers :)

Hmm is it? Kinda depends on which proxy you get, but I used to use it and it was fine/tolerable most of the time, but that was years ago.

Try get a professional shield, since runescape specialised loaders could easily be keylogged or whatever. xD

Tor is slow because idiots use it to attempt to DoS websites. So lame.
