he's not asking for help/sharing his code/styles/markup so 'general' will suffice,
although here is the technical parts;
you say that you're wanting to make it using HTML, JavaScript and PHP, that is fine. I would recommend using HTML5 for new elements such as audio, PHP -or any other server-side language/framework- is fine for interactivity with a database.
If your RPG were to be 2D I would recommend you using JavaScript and SVG, the two work well together (no IE support for SVG 'til IE9 i'm afraid though.)
However if you are looking into making a 3D game I'd recommend looking at WebGL, it's really nice. (there are other frameworks out though), yet again WebGL in IE? pff no. and currently only the night builds support it.
as for the actual game I don't have much advice, but if you need help in the techincal sides just pm me :}

Well it isnt so much fun if a idea starts by some one else. Try to make a basic concept at your own and ask us for more features.

I agree with Mats, I think you should start off making the foundations of the game, and then move on from there.
When I made a little SVG game it started off very simple, just a square on the screen; I then made it possible to move this square using the arrow keys, after that I implemented some maps (of which I later then made customisable), then making the maps have bounderies (walls etc), and finally added a treasure, and when the treasure had been obtained you would advance to a new level.
Sadly when my server got upgraded I forgot to backup so I lost it, however I've got around 12 weeks off for the summer so I think I may restart work on it :D

Sea battles would be great, i dont think theres any available atm? Something that you can interact with others alot, not by having a single pos in map like in travian or something.
Make it so you can move through the map (sea) and there should be land somewhere so you can restock food and stuff, buy new cannons and stuff.

OK, guys. thx :) Btw. i creating 2D game, Also I should get more information about "framework" I don't know what is it :D really, i heard about it but never check that. Also, I will use HTML5 and PHP5.x :)javascript basics but I will try to learn something.
About. Idea, I got few so I decide to create a prototype. After that I do like Matsetst said. :)

2D eh? SVG then :D.
well, I haven't used a framework -nor heard of many- for SVG, and it hasn't had much interest over the years so jQuery doesn't natively support it (though there are plugins.)
you could look into using raphael (looks very nice! just I haven't personally checked it out.)
http://labs.oracle.com/projects/lively/ is a pretty good example showing the power of JavaScript and SVG, (also that is somewhat like a project idea I have in the future.)
sorry I couldn't help, craiggles.
