Socket Error # 10061 Connection refused.

I keep getting the connection refused error and i can't fix it, i've looked around and what they say has either been temporary or failed.

I'm using Scar 3.23 with the firewall off.

Any help?

Yep thats actually one i tried but i re-re-re-re downloaded 3.23 and got it working :p
