Photoshop CS5
Basic knowledge of the PS interface
Beforehand...
Sometimes, as you may well know, Repoussé may be grayed out even on high power GPUs. To fix this, follow these steps:
Goto Edit>Preferences>3D...
Put VRAM usage up to an adequate amount (see fig. 1)
If that did nothing, try enabling OpenGL in your graphics card. If it's still not playing the game, you're screwed. Sorry.

The Basics
Create a new document. About 500x500px will do.
Create a new layer - it's not a good idea to use the background for 3D models.
Goto 3D>New Shape From Layer>Cube. This will make a 3D cube with editable face textures (though we won't get into textures in this guide).
There, you've created your first 3D object in Photoshop!
Manipulating the Cube
There are a few ways to manipulate objects in Photoshop. Here are some:

The arrow appears when you are using the Object Rotate tool. It appears when you are using the Camera Rotate tool as well, but it lacks the resizer. (There are 3 arrows - one for each axes).
Side note: You can rotate freely (on all axes) by just dragging the object and not the arrow.
If you're feeling adventurous, choose 3D>New Layer From 3D File... this will allow you to import several types of 3D model file (namely DAE, KML*, 3DS and OBJ.)
*KML is used in Google Earth and, less widely known, Google Sketchup. If you use Sketchup, then rename your .skp file to a .zip file and use the .kml found within.
3D Effects
You can treat the 3D object as a normal layer, for example adding layer styles, like in my signature. Experiment with them - layer styles are a powerful tool, and can produce a variety of interesting effects. I won't go into detail on layer styles in this guide. This can be used to create a basic cel-shading effect, using Stroke. However, there's a more effecient method.
In the layers window, right click the Textures subtree (should have an eye next to it). This will open a window, which should look like this:

*Change the Crease Threshold value up to around 7 to remove the line going across the face, leaving the Edges only.
Brief: Animation
The way I did my signature was to make about 13 different GIF files, all the same except rotating the cube slightly. Then using a GIF animation software called UnFREEz I made it an animated GIF.
Note: Save frames as GIFs to avoid resaving each and every one.
