Just reinstalled windows xp sp3 and then reinstalled simba and etc.. but i have been getting the error above.

I downloaded and installed the .dll file and it is in my plugins folder.

Have you installed Microsoft Visual C++ libraries? Its full name is something like "Microsoft Visual C++ Redistributable". Google it and you should be able to find the file.
