Working with files

Can someone explain how to use these? I have tried but I don't understand how.

I need to create a file or open the file which was created on a previous run. I need to write into it.

I think those are for new line. Not 100% sure thought.

Old is data that was in file.

#13 #10 puts me on a new line

new is new data to write to file.
