I've put the .dll file in system, system32, and C:\Simba. Still gives the error

Had the same problem.. Just google the file and download, fixed it for me.

I think I know whats wrong, You are probably running a 64bit system so you have to put the msvcr71.dll file in your C:\Windows\SysWOW64
