It's an FPS bar. The higher it is, the higher your FPS and vice-versa.

It also uses less of your computer's resources if you keep it lower.
FPS= Frames Per Second more fps looks smoother and less looks more choppy.

Also should add that if you raise the FPS on SMART it's basically putting SMART at a higher priority on your list of processes running (ex. FireFox, Messengers, etc) which can cause them to run slightly slower depending on the amount of RAM you have in the computer along with your processor (CPU).

Vise versa as well, if it's lowered then the processes running in the background would run smoother seeing they are by default set to Normal under your process list. All of this can be changed under Task Manager as well which is built into Windows. Though the SMART bar is a great add-on feature in my opinion ;)
