I normally don't ask computer related questions but I want opinions here.

Am I being throttled?
I have a 100mb connection, but I download steam games at 300kb/s (Which is abnormally slow I should be getting 10mb/s)

Should I complain to my ISP?

(Didn't know where to post this, so I picked the only forum with computer in the name :P)

Have you tried downloading anything from other sources?

The bottleneck is probably on steam's end. They may not have a fast enough connection for everyone trying to download something.

I downloaded from steam before at school (someone needed something)I was getting t1 speeds, 60+ games downloaded in 30 minutes.

1 game is taking my computer right now 6 hours and 22 minutes >.<.

I have downloaded other stuff like linux distributions with Utorrent I also get 300 kb/s

You shouldn't get 100MB connections because most of the time the host of what you are downloading can't provide speeds of anything over 1MB/s, and if it can then you can never reach the speed you are promised anyway. I have a 10MB connection and I get better speed than you, which is highly disconcerting.

On the speed test I am getting .64mb/updown.

Which is almost double what I am actually getting

Steam servers only allow that much download to be used it's common if u use a server of steam which is crowded which most are I got 2mb sometimes and I have usually around 100mb/s from my provider.

Probably slow uploaders. Whos your ISP? Can tell you if they throttle or not.
Go here: http://broadband.mpi-sws.org/transparency/glasnost.php It will find out if your ISP is using traffic shaping or not

Checked it out, said too much noise so I will try it again later when not running something.

One thing I noticed is they said they were getting 1926k/b o.o thats almost 2 mb.
They were also using a different port, so I switched ports (to what they were using will try it out later!)

Well first off you have to make sure you are differentiating between megaBITS and megaBYTES (which I think you are) but to be clear, megabits per second is mb/s and megabytes per second is MB/s.
Speedtest measures in megabits, so yes you say you are paying for 100mb/s and you are getting .64mb/s.

@the person who said you don't get what you pay for, we pay for 50mb/s and get 48mb/s so I consider that pretty good value.

Anyways DEFINITELY phone in, I have waited hours to talk to techs before but it is definitely worth it, and btw I have gotten a 1.4-3 MB/s (14-30mb/s aprox) downloading from stream so it is definitely your connection that is the bottleneck (assuming you aren't out in the boonies)

Thanks I appreciate the clarification, I will call them. I live right next to chicago the third biggest city population wise in America so that can't be it :P.

I also have cable, and I seem to have this issue at ALL hours of the day.
