Simba installer wont open

Okay my friend is trying to install simba on his computer. But when he tries nothing shows up (when he tries to open the file to install nothing shows up). When he saves the file he gets "not a valid win 32 appliaction". He's using windows xp 32-bit.
He dled 0.98.

Any advice?

Download 32 bits version ?

He did that but we had to reinstall java for some reason. Its fix now.
