Using SMART you can control runescape when minimized
Using SCAR and APPA you can control websites/webpages etc to some extent:

Besides that not natively, you will need to write own special shiz to control other inactive windows, but yes it's possible.

hmm, okay, yeah I don't use simba for runescape, just for general needs.
I guess I'll just live without it, sounds like a lot of work for the something little I had intended.
