Can't start because MSVCR71.dll is missing

when i try to run the program i get

"the program can't start because MSVCR71.dll is missing from your computer. Try reinstallin gthe program to fix this propblem"

How do I fix this? Reininstalling doesn't work.

Install Microsoft Visual C++ .NET 2003 with the Microsoft .NET Framework 1.1.
