I'm currently using an old computer of a relative, This. (http://support.dell.com/support/edocs/systems/dim2300/specs.htm) It runs pretty well, but when i start a bot it just lags, and task manager says that it's using 100% of the cpu. I don't think its a ram issue, even though it only has 500 mbs. What should I do? Is it worth botting on? Is there a way to reduce background cpu usage or increase cpu power?

Is it worth botting on? Yeah, i guess. I mean, you can run one client. As for ram, that's not the issue, though it may come close. If it becomes one, you can always buy some higher capacity ram.

How much capacity is your Harddrive, if the computer is old you may have a small hard drive and if it has loads of memory taken up it could be another reason for its slowness, otherwise try upgrading to 1-2 GB Ram :)
