Some thing from paypal

Paypal Mailed me alot of papers, two sets of papers, one for the debit card i applyed for and the other for idk, it says i have to send them a check, but it usually does it automatically on line?

I ordered something for 20 bux. (19.90), i had exactly 20 bux in my paypal. Now i think it states via mail that i have to pay for it, for some reason i still have 20 bux in paypal, is there anyway i can send them the 20 bux from paypal?!?:duh:

I think they have a "Help" link somewhere in the upper right corner

This has never happened before, i bought something, for some reason now paypal by mail is requesting the money.
