I committed this yesterday to handle the warning messages users get when their total level is less than 60. I haven't called it anywhere in SRL, so it's up to the scripter to decide where it would be best called. For MSI, we called it in MSI_Flag, MSI_FindRandoms, and MSI_Antiban.
