I actually like this idea, whenever someone is bored, they could just chat with random botters' accounts.
But it wont work, what about abusive language etc.

Possible? If not, it could be made possible, but certainly not worth the effort.
And I think chatters are useless ultimately, e.g. I rarely chat with anyone myself, I just talk in skype, I have public chat off.

Possible? Of course. But I don't think it's quite that easy. You wouldn't even know if someone was talking to you without screenshots. Your responses would also be delayed by up to an entire minute (15 seconds to and from phone, + time to type a response).
Simba also doesn't have multithreading, so you wouldn't be able to do this on intensive scripts (like combat) - things like fishing are a different story though. The obvious way around this would be to check back every few seconds, but that's still hard to do (and delays your response further).
You'd also need a server to manage all this incoming and outgoing information. Since it's unreasonable to expect everyone to set up their own, you'd have to find someone who is willing and capable of holding all of that information (Well... It's not actually that much information tbh).
The idea has been tossed around before, but never really been done to my knowledge. If you made a personal copy of what you're talking about, and it works well enough, perhaps you can try to release it.
There was a RSBuddy bot which had an autoresponder built in, and it was just plain out annoying. It would say random-ass things by picking one or two words from other people's conversation and not too many people noticed (because they were all so busy), but some did and questioned my character.
Of course this is possible, and not that hard. You could receive responses by text or app. and teamviewer means you must watch.
A script just sends text to a server, which relays it to the phone. It would not be a minute delay. more like ten seconds on slow connecitons.

There was a thread about that. You could get the bots to start a huge conversation with eachother, lul. Thats part of why nobody here releases scripts with autoresponders.
The phone company (and the user, of course) are the bottlenecks. Sure, once it reaches your own server, the delay would be a second or two at most. But phones take a solid 10-15 seconds to download a message sometimes. Then the user types a reply (10-20 seconds maybe?) and then it needs to be sent to the phone company, who sends it to your server, who sends it to your script.

I think it should either be nearly perfect, or ditch the whole idea all together, would probably cause more harm than good.

being mute makes you more susceptible to ban. Who would think most bots could actually intelligently chat?

Not quite. Bots make mistakes, and are then suspects. If the bot talks, it wont seem like its a bot. You wont make mistakes because you are human.
Not many people - though I was once accused of it (which I was, but I was also replying :P). But that's just an anomaly ;) Anyways, what I wanted to say before I distracted myself was that replying 30 seconds to a minute late isn't much better (even more suspicious perhaps?), and without screenshots being sent to the phone too, you could end up looking 'turded.
This isn't to deter you from trying of course - by all means, do try - and if it works well, wonderful. If not, atleast we tried. In the end, what I'm saying is that it'd be hard to do well, because of limitations which you have no control over. But if we don't try, we'll never know.
think about it though. What would cause a 30 second delay? communication is fairly quick.
Not that fast, I've used remote desktop programs on smart phones, the connection is not fast, even with the bandwidth usage being lower if only text was sent, the delay would still remain too highish for real time chatting, you need to consider you don't only have to receive the message, but replying takes time too.
true. Hadnt considered the two way delay. So we can use internet. 3G is definetly fast enough, considering the time it takes to load whole web pages. maybe 2-5 seconds. including small images.
That means we are now limited to either a web interface, or an app.
I usually say random things in another language to make it so people don't spark conversations with me. My plan gets messed up when people know that language lmao :D
I also tend to train at places where most don't. Those two combined, along with built in antiban, are enough for me.

If all bots started spouting random non English stuff it would also be suspicious. How did this dude learn french overnight an forget English? Jagex will notice when looking at your appeal, or deciding whether to ban you.
Bots are at a low-point, so not many people suspect botting at the moment anyways.
We need to be smart at high points too. This is just a period perfect for development
