Seems a bit ironic; those that would buy spins for rares are essentially gambling, which is what they've attempted to stop. And now they're doing it themselves.
Anyway, this is what it looks like for XP:
Background/assumptions
-To level a skill from 1 to 99 requires 13,034,431 XP
-The average amount of experience from each lamp to level a skill from 1 to 99 is the XP received from the lamp at level 91
-Spins are purchased at $20 per 75
-Random-assigned (forced skill) lamps are given out at a uniform rate
~Number of lamps to achieve 99
Small lamp: 13034431/6452 = ~2020
Medium lamp: 13034431/12903 = ~1010
According to one RS forum post, the player won 22 small XP lamps and 10 medium XP lamps over 80 spins. The chances of getting them are as follows:
Small lamp: 22/80 = .275 = 27.5%
Medium lamp: 10/80 = .125 = 12.5%
A better source with more spins, showing how many lamps received would make this a bit more accurate.
Lamps per 75 spins
Small lamp: 75*.275 = 20.625
Medium lamp: 75*.125 = 9.375

Also, even if you were to sell some of the rares you collect, it wouldn't help to repay much. You might get 20% back or so, but this is just a guess, and then you would have to sell it by RWT.

Their response to them real world trading by allowing members to purchase their features, was that without real world trading, Jagex would not exist. This decision was not a horrible one, as it allows ADULTS to gamble, as only ADULTS can pay for RuneScape.Actually I believe they still allow cash in envelopes. If that is the case then children will son be gambling their lives away.
This new 'Win to Spin' update should not get many players very much XP, or items, as the chance of receiving is so low already. They are effectively pulling in a new source of income, with little in game effect.
With the money this pulls in, I hope to see more added to the game, because Jagex was originally created as a small company, that enjoyed writing games, much like us, as we are small and write bots because we enjoy it. Not because it is a source of income.
Last word hasn't been said about this new update. Short excerpts from the rs-thread:
- This gaming-model is illegal in Australia.
- Jagex has been taken over by a commercial financial institute.
- It is an unfair advantage.
- It goes against their own RWT-rules.
- Mayority is outraged (protests in world 66 and 100), some are happy.
- Mods are doing their utmost to keep the thread clean, but fail.
- Someone spent €18 for 75 spins returning just coins and runes, another spent €18 and recieved 240k XP :)

After a bit of digging around, it seems Andrew decided to finally cash in on RuneScape and he sold his stake to a Insight Ventures, the same company bought a 35% part Jagex before in 2005, for £75M. They got a controlling 52% now which means Jagex is now in hands of some financial guys, in there for the money.
Seems the gamers lost. Too bad, it was a nice game.
