I'm glad you are following the Rules by not botting - well done. It also takes a lot of courage to inform someone of a friend breaking the rules - well done for that as well!
First of all, if you suspect that your friend is using botting software, then I recommend that you don't accept any files sent over Skype (or any other online method). Botting software has known to track peoples' account details and steal them. Software your friend has may connect to you via Skype - you never know what this botting software is capable of.
Also for your own account's security I highly recommend that you scan your computer for viruses and malware - especially if you have been transferring files too and from your friend's computer/device.
As mentioned above, by using the Report Abuse service in-game (via the button at the bottom panel in-game or by right-clicking his name), you can notify Jagex of their actions.
If the player is indeed botting - action WILL be taken against them - sooner or later. Eventually Jagex will catch up to their actions and punishment WILL be taken. Jagex have systems in place which can pick up any bot activity - Jagex take this offence EXTREMELY seriously.
If he keeps on doing it, it's just a matter of time.
