Community participation counts for sure. To me it counts more than scripting capability. So someone like undorak who contributes a lot and is very likable may slip through with a basic script. I will typically vote yes if I think someone is an asset to the community or abstain (unless it is an obvious no).
But, I am not representative of the majority.
Scripts are reviewed pretty vigorously and a person will get many no votes if they apply with a simple script. The Mayor made such wonderful tutorials on how to make a basic 'do something and bank it' script that things like this are not going to get received well.
A member app script should show something complex enough that people know you had to take some time and solve a problem. Not the problem of getting it to compile. The problem of figuring out how on earth you're going to get that character to do xyz all the time. And it should have fail-safes and timers and be pretty indestructible.
Camel's idea of a dungeon walker is great.
