You could make one that just sat in a friends chat and did it. I contemplated making one at one point. another unsavory fellow made one that advertised 50:50, but odds were more like 57:43 and claimed 'thats how gambling was'

So yes, one could be made. (and tbh, wouldnt require /too/ much work, so if you wanted... it could be your first script... you know, now that youre a jr member and all)

I made one back when I was running a Gambling clan. I thought about making one again for RS3, since I saw a clan that did the exact thing I did back when gambling was technically allowed. But sadly the clan lasted a week and all hosts were banned (which was about a month ago). Not a good idea mate.
