Default Runescape Screen White/Black When trying to load/auto-setup

Just bought a new desktop tower, here are the stats(it is bit old)

OS: Windows 8.1 64-bit (Fresh install, HD was wiped previously). Processor Intel Core 2 Cuo @ 2.33 Ghz(2 CPU'sS). 3072MB RAM, directx 11, intel Q35 express chsetfaimly -intel GMA 3100 -driver igdumd64.dll, igdumd32, version 8.15.10.2697.

    ----
I have downloaded all the windows driver updates, I also went to manually look for a graphics card update, but so far it said that the one I had was the most up to date.

When I load the runescape website, sometimes I get ot the auto-setup page, I hit auto setup, then it goes white, the entire screen goes white. using chrome.

I've downloaded different versions of java, had the most up to date java, tried getting various java recommendations from RS related threads on this, downgraded java versions, still white screen.

Is the issue that the graphics card is too old? It seems like this machine could've ran RS when the machine was first out, not sure why this is happening.

IF you think it is something OTHER than an old/incompatible graphics card, let me know.

Also, if it is the graphics card, what should I do? know any cheap graphics cards that I can pick up that are compatible for sure, and use instead?

If you need any more info from me just let me know. (Also, any suggestions for minimum requirements in looking for desktop towers to run runescape in? Multiple instance of simba(at least 5, ideally 8+ per desktop, cheaper the better).

Try a different browser besides chrome.

Or it probably is your graphics card.

The GTX Titan and AMD Fire Pro are amazing.

You can try a different browser, but I had the exact same problem a few weeks ago and it turned out that Firefox wasn't letting the Java applet load because it automatically blocks Java applets. I had to give permission in Firefox for RuneScape to load and that solved the issue.

If you haven't already, try the HTML5 version using Chrome. If this works, it's not your graphics card, and probably not the browser either. Next, try and load the Java version again, and check for Java permissions on Chrome. Make sure that the RuneScape applet is allowed. If that still doesn't work and it's not being blocked, try again with Firefox or Opera.

    Hope we helped.

EDIT: As for cheap graphics cards, I have an nVidia GTX 650 Ti and it was cheap as hell and will run most games on a mixture of high/ultra at 1920x1080 with 40-60fps depending on the game. You shouldn't really need it for RS I wouldn't think, but if you do end up wanting to buy a graphics card, they're a very good bang for your buck. You can find good reviews and information on graphics cards at Tom's Hardware.

Yeah its definitely the graphics card, the tower was really cheap, not worth getting a discrete card for it right now.

I just got a new tower, specs:
    AMD A4-5300 3.40GHz Dual-Core, 8GB DDR3 RAM,1TB HDD, Windows 8 64bit, Graphics: Radeon HD 7480D GPU.

    Expansion Bays/Slots Total(Free): 4(3) Ext. 5.25" | 6(5) Int. 3.5" / 2.5" | 1(0) PCI | 1(1) PCI-E x1 | 1(1) PCI-E x16 | 2(1) DIMM 240P

Going to be upgraded its integrated card to a discrete card, any recommendations on what card to get for this? This will be solely used for multiple instances of RS, so I doubt I need to get a 700 dollar card. I suspect at a certain dollar point there will be diminishing returns for the graphics card for this system.

Would any of these Sub $120 dollar ones work well? (And how many instances do you think it could handle?)

Or would I need to get one of the sub $200 dollar ones?

    $153 for GTX 750ti

    $120 for R7 260X

$71 for EVGA GeForce GT 730

Edit: going with the GTX 750ti.
