srl is constantly updated (Although it was slowed down while the updating server was down but it was fixed last week).
Simba and SMART are another story and work on them for the most part has stopped over the past year (Or two for SMART) (Although anyone can update them at any time and send a pull request)

Simba is as said mostly inspired by SCAR, and was originally a clone, with open-source, and cross-platform compatibility in mind.

SCAR was created to write RuneScape macros, but since it didn't use reflection, nor injection it could be used for much more than just runescape, and over time we have seen them used for a lot more.

Simba doesn't really "offer low banrates", lower perhaps; due to it's nature of being a color-bot. But in the end it's all about writing a good script.

I don't think it was ever fully feature-complete, as the people who are actually sitting on linux (you) aren't contributing... It does however compile, and it works last time I tested, lacking features and the GUI part could be tuned - But it's absolutely not windows only like SCAR.
